Focus on Open Enrollment, the BU7 Contract, and Membership Benefits

SACRAMENTO – During September 2026, California Alcoholic Beverage Control Agents (CABCA) officers conducted site visits at California Department of Alcoholic Beverage Control (ABC) offices in Northern and Southern California. The visits provided an opportunity to engage directly with members and provide updates on open enrollment, key legal and legislative issues, the BU 7 contract, and the full range of CABCA and California Statewide Law Enforcement Association (CSLEA) membership benefits.
“These visits are vital to establishing and maintaining open lines of communication with our members, as well as informing them of the important work that is being done on their behalf,” said CABCA President Bryant Pender. “Our members are all busy and stretched thin in their law enforcement and public safety duties, and it can be difficult to keep up with union news and information. By conducting site visits, we bring union representatives and important information directly to them.”
CABCA met with agents and licensing representatives at the ABC District Office in Cerritos on September 15 and 16. Joining him were CSLEA Member Services Representatives Sal Martinez and Marco Castro. On September 22 and 23, CABCA officers met with agents and licensing representatives at ABC Headquarters in Sacramento. Joining him were CSLEA Chief Counsel Kasey Clark, CSLEA Membership Coordinator Rainie Brazil, and CSLEA Member Services Representatives Sal Martinez and Marco Castro.
Martinez, a retired ABC agent and former CABCA president, emphasized what he considers one of the most important benefits of CSLEA membership: access to CSLEA’s Legal Defense Fund (LDF).
Martinez knows firsthand the importance of that benefit. After the Sutter County District Attorney filed an assault with a deadly weapon charge against him stemming from an off-duty incident in which he was required to draw his weapon, Martinez faced an 18-month legal ordeal. He lost his job and ultimately went to trial. CSLEA provided his legal defense, and a jury acquitted Martinez. CSLEA also worked on his behalf to help secure his return to employment.
In addition to learning more about the LDF, members in attendance received information about an opportunity for CSLEA peace officer members to enroll in the PORAC Health Plan during CalHR’s open enrollment period, which runs from September 14 through October 9.
The site visits provided members with an opportunity to ask questions, receive timely information, and connect directly with CSLEA and CABCA representatives about the issues and benefits that affect them both on and off the job.
“Thank you to our union members and representatives for joining me as I work to keep everyone informed. We welcome any questions and/or comments, and certainly stand ready to assist,” said Pender.
