“It is our hope that members of the public would recognize the potentially severe consequences that can follow when furnishing alcohol to someone under the age of 21. Underage drinking can lead to physical and sexual assaults, driving under the influence, vehicle crashes and fatalities. Thank you to California ABC agents and their local law enforcement partners for conducting shoulder tap operations to educate the public and enforce California laws.”

ROHNERT PARK – On September 25, 2026, Rohnert Park Department of Public Safety officers, Cotati Police Department officers and California Department of Alcoholic Beverage Control (ABC) agents conducted a shoulder tap operation focused on reducing the access to alcohol by those under the age of 21.
The minor decoys who were underage were provided money and instructed to stand outside the premises and ask people to purchase alcohol for them. The minor decoy was instructed to inform the person they were underage and that the clerk inside the store would not sell them alcohol. If the person agreed, the decoy was instructed to simply hand them the money and wait outside the premises for the alcohol.
During the operation, three people were arrested for providing alcohol to underage decoys. All three were cited for furnishing alcohol to a minor under Business & Professions Code 25658(a) and released at the scene with a court date.
This enforcement effort is part of ABC’s Alcohol Policing Partnership Program, which supports local agencies in addressing underage drinking and alcohol-related concerns.
