On November 7, 2015, former California Statewide Law Enforcement Association (CSLEA) Unit -B Vice President and Association of Motor Carrier Specialists (AMCOS) President Richard A. Brown passed away as a result of a cancer-related infection. Richard fought a courageous battle with cancer for several years.
“To the very best of my recollection, Richard never missed a single CSLEA board meeting and was always prepared to discuss the issues that faced our 7,000 members,” said CSLEA President Alan Barcelona. “He was devoted to seeing that our members were treated fairly, no matter what their job classifications. My heart is heavy with loss and my thoughts are with Richard’s family and friends.”
Richard started his career with the CHP in March 1983 as a cadet at the academy and as an officer until July 1985. He worked as a commercial vehicle inspection specialist from July 1985 until February 1991 when he promoted to motor carrier specialist I. He worked as a motor carrier specialist until his retirement in December 2011. He served the State of California for nearly 29 years. Richard was also a veteran the United States Navy and served as a reservist.
“I worked with Richard from 2005 until his retirement in 2011 and thereafter,” said CSLEA Senior Attorney Andrea Perez. “He was one of the best affiliate presidents to work with, he educated me on what his group did and was always willing to answer questions and help out the new attorney. He was very intelligent, and worked with his people with compassion but also with a firm hand when needed! He was willing to continue to help well after his retirement. He was kind, but never was afraid to speak his mind. Richard was truly one of the best people I’ve known over the years. He handled his illness with humor and a positivity that many people with that diagnosis would not be able to do. He was kind, funny, thoroughly enjoyed life, and will definitely be missed.”
“Richard was a very kind man who cared deeply about the association and the members he represented,” said CSLEA Legal Counsel Erin Eckelman-Ray.
“Richard was our president, mentor, advocate and friend for more than 18 years,” said AMCOS President and CSLEA Unit-B Vice President Terry Beatty. “He cared deeply abut our members and thought the world of everyone at CSLEA. Richard was a very unique and genuine person. He will be greatly missed.”
Richard is survived by his wife Ellen, his daughter Charmine and his son Richard A. Brown Jr.
His memorial is scheduled for Monday, November 16, 2015 at 11:00 a.m. at Greenwood Memorial Park, 4300 Imperial Avenue, San Diego.
