YUBA CITY –On October 15-16, 2024, the Contractors State License Board (CSLB) conducted a two-day undercover sting operation in Yuba City that resulted in 12 individuals receiving notices to appear in criminal court charges related to alleged unlicensed contracting.
CSLB’s Statewide Investigative Fraud Team (SWIFT) coordinated the sting with support from the California Department of Insurance, Yolo County District Attorney’s Office, and the Sutter County Sheriff’s Office.
During the operation, investigators posed as homeowners looking for help with various home improvement projects, including tree trimming, concrete work, decks, and painting. Individuals submitted bids ranging from $2,000 to $8,700 for all exceeding California’s legal threshold of $500 for contracting without a license. Violators could face fines up to $15,000, misdemeanor charges, and potential jail time. California law also requires licensed contractors to include their license number on business-related materials, and some individuals in this operation could face penalties for failing to comply.
Five individuals requested excessive down payments, which is prohibited by California law. Contractors are limited to asking for no more than 10 percent of a project’s cost or $1,000, whichever is less. Violations can result in fines up to $5,000, a year in county jail, or both.
“Contracting without a valid license is a serious offense, carrying significant penalties,” said CSLB Registrar David Fogt. “CSLB remains committed to protecting consumers from unlicensed individuals who have not met required standards and do not offer workers’ compensation insurance for their employees.”
