MANTECA -On October 29, 2025, Manteca Police officers and cadets, along with a California Alcoholic Beverage Control (ABC) agent, conducted a Minor Decoy Operation throughout the city.
The operation was conducted at seven off-sale license establishments—businesses that sell alcohol for off-site consumption, such as grocery and liquor stores.
During the operation, three clerks furnished alcohol to the decoy by completing the sale. This serves as a reminder to all licensed establishments to verify identification and ensure that alcohol is not sold to underage individuals.
The Manteca Police Department conducts these operations in cooperation with the California Department of Alcoholic Beverage Control (ABC) through a grant agreement. The goal is to prevent underage access to alcoholic beverages and to promote responsible business practices within the community.
“Three of seven clerks tested, sold alcohol to the underage decoy. That’s nearly half, and not at all being responsible when completing this type of transaction behind the counter. This is why California ABC agents team with their local law enforcement partners to conduct these operations. It’s part education and part law enforcement. Alcoholic beverage laws are on the books for a reason, they help to keep our communities safe,” said California Statewide Law Enforcement Association (CSLEA) President Alan Barcelona.
