REDDING – On December 10, 2025, Redding Police Department officers from the Neighborhood Police Unit (NPU) conducted a coordinated retail-theft suppression operation throughout the City of Redding. The targeted locations were retail stores most impacted by daily theft and identified as ABC-permitted businesses. The operation was supported by the Traffic Unit, the Bike Team, the Detective Division, and the California Department of Alcoholic Beverage Control.
Throughout the operation, law enforcement officers made 17 arrests and issued 18 misdemeanor citations for offenses including drug possession, drug sales, petty theft with prior convictions, and prohibited possession of firearms by convicted persons.
Notable arrests included:
Felon in possession of a firearm – Jenna Cordray, 40, Redding
NPU officers contacted a suspicious vehicle near the Posse Grounds boat ramp occupied by Jenna Cordray. Officers observed drug paraphernalia in plain view. A search of the vehicle revealed a Smith & Wesson revolver and ammunition. Cordray, a convicted felon prohibited from possessing firearms or ammunition, was arrested and booked into the Shasta County Jail.
Fentanyl and narcotics sales arrest – Louis Kwasigroch, 47, Citrus Heights
An NPU officer contacted a suspicious vehicle in the parking lot of the Comfort Inn, occupied by Louis Kwasigroch. Kwasigroch displayed symptoms consistent with being under the influence, and drug paraphernalia was visible between his legs. A search of the vehicle revealed six baggies of fentanyl totaling over one ounce, a small amount of methamphetamine, and additional evidence consistent with narcotics sales. Kwasigroch was arrested and booked into the Shasta County Jail.
