OCEANSIDE – On February 3, 2026, California Alcoholic Beverage Control (ABC) agents and detectives from the Oceanside Police Department’s Vice Unit, conducted both a minor decoy operation and a shoulder tap operation to target underage drinking.
In the minor decoy operation, a person under the age of 21 and under the supervision of law enforcement officers, attempted to purchase alcohol at three retail establishments. Clerks at each store did a commendable job and used proper protocol as the minor decoy was denied alcohol at each location.
That same day, agents and detectives conducted a shoulder tap operation at several ABC-licensed establishments within the city. Sixteen patrons were contacted by an underage person who requested that the patron purchase alcohol for him/her. In each case the underage person expressed the inability to purchase alcohol due to being under the age of 21. All 16 patrons approached decline to assist the underage person with the purchase of alcohol.
