Executive Order is Set to Take Effect July 1
On Friday, April 17, 2026, CSLEA Chief Counsel Kasey Clark and Sr. Legal Counsel Ryan Navarre met with representatives of Cal HR to discuss the status of the Governor’s Executive Order (EO) scheduled to take effect on July 1. The EO would mandate that most employees currently on approved hybrid telework schedules increase the minimum number of in-office/field days from two to four per week. CalHR indicated that although the administration is open to consideration of proposals regarding the proposed change, to date there had been no direction from the administration to deviate from the implementation of the EO.
Given the nature of the work performed by employees in the CSLEA bargaining unit, it is estimated that the change could impact approximately 30% of employees in the unit. For example, employees in classifications such as CHP Public Safety Dispatcher and Parks Communication Operator, Parks and DFW peace officers, DSH Hospital Police Officers, and DMV Licensing Registration Examiners have all been required to perform work in person as required by their job specifications.
Today, in order to mitigate against the adverse impact to employees who are eligible to telework, CSLEA passed several proposals to CalHR, both in support of postponing the change in light of the increased costs due to inflation and the conflict in the middle east, as well as measures which would require departmental justification for in-office work (as mandated by AB 1729 which remains pending in the legislature). CSLEA also submitted a proposal to address the inequity on how the EO would apply to employees on alternative work schedules. CSLEA also took steps at the table and in its proposals to ensure that there is consistency amongst the various bargaining units on how any implementation is applied.
