We are now roughly halfway through the policy committee process in the first house, with hearings moving quickly and major issues beginning to take shape. In the coming weeks, the Legislature will transition into Appropriations, followed by floor session as the house of origin deadline approaches. California Statewide Law Enforcement Association has remained actively engaged across a number of measures, continuing to advocate on behalf of its members and ensuring that the operational realities facing law enforcement are clearly understood by policymakers.
CSLEA has taken the lead in opposing SB 1004 by Scott Wiener, a bill that would prohibit face coverings under certain circumstances. We have articulated strong concerns on behalf of law enforcement labor, highlighting the ongoing staffing crisis across California, persistent vacancy rates within state and local agencies, and the broader impact these policies have on recruitment and morale. Of particular concern, the bill lacks a clear good faith exception, creating potential civil liability for officers who may need to wear face coverings in the course of their duties, including situations involving hazardous conditions or officer safety.
