“It’s a simple and polite, “no” when a person under 21 asks you to buy alcohol. It’s not about doing a young person a favor and buying the alcohol for them. It is against the law and if you are caught, the fine is $1,000. Thank you to ABC agents and officers for conducting these operations to educate the public and enforce the law.”

SAN BRUNO – On April 23, 2026, the San Bruno Police Department announced the results of a Shoulder Tap operation conducted in collaboration with law enforcement partners at the South San Francisco Police Department, Pacifica Police Department, and the California Department of Alcohol and Beverage Control. The shoulder tap operation was conducted across all three cities.
The Shoulder Tap operation uses a minor decoy who asks adults to purchase alcohol on their behalf. The goal, according to San Bruno PD is to give adults the opportunity to do the right thing and say, “No.”
Agents and officers contacted more than 30 individuals outside various establishments. While most individuals approached passed the test, two did not and were cited for furnishing alcohol to a minor.
