Kasey Christopher Clark is CSLEA Chief Counsel and oversees the CSLEA Legal Division, which is comprised of six (6) attorneys and one (1) legal secretary. He is also Legal Administrator for the CSLEA Legal Defense Fund. Mr. Clark performed his undergraduate work at the University of California at Santa Barbara and obtained his juris doctorate from the University of the Pacific McGeorge School of Law. Prior to his employment with CSLEA he was a senior litigation associate for Mastagni, Holstedt & Amick, a large private firm dedicated to the representation of law enforcement personnel throughout the State of California. He has represented numerous public safety officers in internal investigations and disciplinary appeals and has worked with a variety of labor associations in collective bargaining, contract enforcement, meet and confer issues and unfair labor practice charges. Mr. Clark was the lead attorney for the published appellate cases of Sacramento Police Officers Association v. Venegas (which expanded the right of peace officers to access documents containing adverse comments) and Hulings v. Department of Health Services (which defined the limitations on an agency’s ability to conduct psychological examinations and backgrounds in cases of mandatory reinstatement). He is also a specialist in wage and hour cases under the Fair Labor Standards Act and pension law under both CalPERS and 37 Retirement Act jurisdictions.
