Revived a baby who was not breathing

SAN JOSE – On October 10, 2024, California Alcoholic Beverage Control (ABC) Agent Daniel Felix of the San Jose District Office received ABC’s “Life Saving Award” for his work in saving the life of a baby at the Salinas Rodeo.
On Friday, July 19, 2024, ABC agents were assigned to work at the Salinas Rodeo which is the largest rodeo in California and attended by thousands of guests each day. As agents were citing underage patrons at the rodeo for possessing alcohol and being in possession of a false ID, a woman frantically ran toward the agents telling them there was a baby not breathing and pointed toward the street. Without hesitation, Agent Daniel Felix sprinted toward the area and observed two adults opening the doors to their vehicle screaming to Agent Felix, “We don’t know what to do our baby is choking and not breathing.”
Upon Agent Felix’s arrival the baby was not breathing, and skin color had started to turn from red to purple. Agent Felix conducted a preliminary assessment, removed the baby from the back seat and gently turned her face down and started back thrusts. Immediately the baby began to breath and started to cry. Agent Felix was able to keep the parents calm by explaining to them what he was doing. After ensuring the baby was released to additional medical care, Agent Felix returned to the rodeo to assist in providing coverage for other agents.
The California Statewide Law Enforcement Association (CSLEA) and the association California Alcoholic Beverage Control Agents (CABCA) commend the lifesaving actions by Agent Felix.
“Instinct and training allowed for Agent Felix to respond without hesitation and to save this child’s life,” said CSLEA President Alan Barcelona. “We are very proud of Agent Felix and incredibly grateful that there is a child breathing today because of his life-saving actions. You are a hero, Agent Felix!.”

His ability to remain calm under pressure, perform life-saving first aid, and provide reassurance to the distressed parent is truly commendable,” said CABCA Secretary Bryant Pender.
