“It’s encouraging that out of 52 establishments tested, only two clerks sold alcohol to the underage decoy. Although, we would like to see 100 percent of clerks and servers check IDs. These operations help to remind clerks and servers, as well as the public that selling or furnishing alcohol to someone under 21 is not without consequences.”

SAN LUIS OBISPO – On three consecutive Thursdays, May 22, May 29 and June 5, 2025, the San Luis Obispo Police Department, assisted by agents from the California Department of Alcoholic Beverage Control (ABC), conducted Minor Decoy and Shoulder Tap operations that focused on alcohol sales to minors.
On May 22, 2025, a decoy under the age of 21 attempted to purchase alcohol at 30 locations. A store clerk at a Vons market was arrested for selling alcohol to the decoy.
On May 29, 2025, a decoy approached members of the public outside of stores and asked people to buy alcohol due to the decoy not being 21. One person was arrested for purchasing alcohol for a minor.
On June 5, 2025, a decoy under the age of 21 attempted to purchase alcohol at 22 locations. A store clerk was arrested at SLO Ranch Market for selling alcohol to the decoy.
Minor Decoy and Shoulder Tap operations are proven to be an effective tool in promoting responsible practices in the sales of alcoholic beverages by licensees, reducing substance abuse and enhancing community welfare by limiting underage access to alcohol.
